Reworked jam build system:
- integrated Jamrules.in and Jamrules_tcltk98.in with autoconf
- now support single-point building from trunk/jam
- old jam files still in place but deprecated
- may be buggy, please report back bugs for fixing

Compiled on both Windows and Linux.
